Planning, Monitoring and Reporting Specialist
Short summary of the job:
Under direct supervision and the overall guidance of the MOIA-COVID-19 Project Coordinator, the Planning, Monitoring and Reporting Specialist contributes to project planning, monitoring and reporting processes. S/he coordinates project-level planning processes and is responsible for ensuring that the results-monitoring system is adequately implemented, results-data and information are systematically collected and analysed. S/he ensures that all reports of the Project are prepared in a timely manner and in accordance with UNDP corporate and donor guidance.
The position is expected to perform the following key functions:
1. Coordinate implementation of project planning processes;
2. Coordinate implementation of project results and other monitoring systems; and
Coordinate project reporting processes and ensure preparation of timely reports.
1. Coordinate implementation of project planning processes
§ Support the preparation of project´s Work Plans by defining data/information requirements for project planning and coordinating steps of the formulation process.
§ Contribute to the monitoring of achievement of project results and targets and to the analysis of deviations between planned and actual results achieved. Provide inputs to problem-solving.
§ Support the monitoring of project risks and the update of the status of these risks by supporting the Project to maintain the project risks log.
§ Coordinate the processes for updates of the project planning system ensuring that the updates/revisions are done according to CO timelines.
§ Contribute to the preparation of project (including budget) revisions.
2. Coordinate implementation of the project results and other monitoring systems
§ In collaboration with CO M&E Team, work on an effective results framework to ensure MOIA-COVID Project activities are rigorously monitored.
§ Implement the comprehensive monitoring plan based on MOIA-COVID Project results framework and revise it periodically, as required.
§ Coordinate collection and verification of data (qualitative and quantitative, data sources) and other information under the project results-monitoring system.
§ In collaboration with CO M&E Team, work on development of project level tools and formats for data collection and verification with IPs and other project stakeholders. Ensure that data collection is conducted in a timely manner.
§ Undertake on-going quality assurance of the monitoring data and information, including analytical dashboards, where possible.
3. Coordinate project reporting processes and ensure preparation of timely project reports, focusing on the following results:
§ Prepare all results-oriented Project reports (UNDP corporate, donor-specific) according to timelines and other specifics as per donor agreements and requirements stipulated from time to time. Implement project progress tracking and reporting system.
§ Ensure that reports are provided to donors according to UNDP’s contractual obligations;
§ Coordinate inputs to reports (data, information) ensuring that the inputs are prepared in compliance with the appropriate formats and standards.
§ Draft results-oriented reports according to quality management guidelines and CO SOPs consulting with the Communication and Results Teams as required. Coordinate and follow-up on report-clearance process with the Programme Team.
§ Take notes at the Project progress review meeting and compile and prepare minutes.
§ Compile and draft ad hoc reports, analysis, presentations and summaries on various aspects of project implementation, including for the Project Board meetings and donor briefings.
§ Participate in the CO Communications Working Group and collaborate with CO Communications team on Project communication activities.
Update project information materials such as Project Fact Sheet/project
summary and project website and social media sites in coordination with Project
- Master’s degree with 3 years of relevant
experience, OR, Bachelor’s degree with 5 years of qualifying experience may be
accepted in lieu of the master’s degree.
§ Minimum 5 years of experience in project-level planning, monitoring and reporting in public international organizations of which at least three years of experience in results monitoring.
§ Programme/project management-related experience within the rule of law and/or security sectors.
§ Knowledge of UNDP project management modalities is an asset.
§ Knowledge of results-based management is desirable.
§ Experience in gender mainstreaming, planning, monitoring and reporting is strong advantage.Experience working in conflict/post-conflict environment in the UN context is preferred.
