National Consultant (Safe Justice Expert)

Short summary of the job: The overall objective of this assignment is to ensure achievement of the UN Safe Justice PIP project results in Nangarhar. The consultant plans project activities and inputs and manages the day-to-day implementation of the project. The consultant is also expected to provide technical support to the project team on initiation, implementation, monitoring, and oversight of the trainings, workshops, conferences and other components of the project. The consultant will also be responsible for developing TORs for individual consultants and for contractual services relevant to the project. The consultant will also help in formulating a multi-year UNDP Project Document (ProDoc) on Promoting Safe Justice in Afghanistan. The consultant is required to work in close collaboration with the UNDP CO Programme, Strategy, Results and Communications, Operations and Security Teams and maintains effective working relationships with project IPs and other partners such as UN agencies.


1.Ensures the direction of project activities and the achievement of project targets and results, by focusing on the following results:

  • In accordance with the Project Document and in close coordination with Ips, plan and develop project Annual Work Plans (AWPs) and establish Annual Targets according to UNDP CO timelines. Design project budget. Ensure that AWP activities suggested are in line with the overall direction set by the Project Document and lead to achievements of project targets and results.

  • Oversee and coordinate development and formulation of detailed implementation plans, procurement and human resources, communication, and risk management plans for the Project. Coordinate and ensure timely updates of all planning instruments in close collaboration with relevant CO units.

  • Ensure implementation of activities as per AWP and agreed deadlines as well as according to detailed implementation, procurement, and HR plans. Identify bottlenecks and develop solutions. Regularly meet with IPs and other project counterparts.

  • Assess project impact and oversee the appropriateness and accuracy of methods used to verify progress and results.

  • Establish adequate monitoring procedures and systems throughout project activities in close collaboration with the CO Results Team. Ensure that adequate systems are in place to gather data and information for project monitoring and that systematic monitoring of project progress against targets is undertaken, including regular field trips for monitoring purposes. Develop innovative improvements to enhance performance of the project.

  • Ensure that UNDP´s results-management systems are kept updated for project results-information including ATLAS project management module.

  • Manage the accurate and timely high-quality results reporting on the progress of the project and achievement of annual targets to the Project Steering Committee and donors. Ensure that donor and UNDP reports are prepared according to UNDP’s SOPs, quality standards and in line with the contractual obligations to project donors. Ensure that all internal and external reports are submitted by deadlines.

  • Coordinate and prepare ad hoc thematic and substantive reports/analysis/briefs.

  • Implement project communications activities in close collaboration with the CO Communications Team.

  • Organize and participate in project level coordination meetings and/or technical working groups as per project document and AWP. Share information on technical project-related issues with donors, other partners, and stakeholders.

  • Implement project governance arrangements. Ensure organisation of Project Steering Committee meetings and ensure timely preparation of agenda, background materials to agenda items and minutes as per CO SOPs.

  • Immediately escalate issues with potential to impact UNDP´s effectiveness, financial soundness or reputation to the Programme Team and CO senior management. Ensure that UNDP´s corporate interest and rules are guarded at all times and that appropriate action is taken to immediately address problems and challenges.

2. Conduct a comprehensive capacity and needs (digital literacy, physical space, technological requirements – both hardware and software applications, etc,) assessment of the justice sector in selected province and produce assessments and needs report and analysis.

  •        Analyze legal, technological & security, organizational & logistical, and procedural safeguards and access to justice.

  •        The extent to which the justice institutions will be able to implement remote hearings? If so, under what conditions? Who will be responsible for leading and coordinating the process? What stakeholders must be engaged?

  •        In addition to response to COVID-19 and Security situation, for longer-term planning what other considerations are there that underpins the need for establishment and promoting remote hearings.

  •        Conduct a need assessment including trainings and tools and equipment of all justice institutions in the target province;

3. Organize trainings and workshops on Safe Justice using GoIRA and UN guidelines and tools for all stakeholders across the

  •        Develop methodology and training material for justice sector specialists and the civil society organizations and university students;

  •        Organize trainings and workshops using the GoIRA guidelines and UN tools and guidance.

  •        Travel to provinces for the arrangement of the trainings, if not feasible organize online through zoom, etc).

4. Support the development of a new Safe Justice project document, by focusing on the following results:

  • Under the supervision of the UNDP Afghanistan PEACE Unit programme officer, the consultant will work closely with UNDP and will engage in consolations with other stakeholders, if and when possible, formulate a multi-year UNDP Project Document (Safe Justice) The consultant will specifically focus on the following issues:

  1.        Undertake context/problem analysis,

  2.        Based on stakeholder consultations, design the Accountability and Fiduciary arrangements,

  3.        Design a Capacity Development Plan and Technical support mechanism,

  4.        Carry out the project’s Risks and Opportunities Analysis,

  5.        On-site presentation of the project document in the Pre-PAC and LPAC meetings,

  6.        Integration of and/or responses to comments and/or recommendations of stakeholders received during Pre-PAC and LPAC meeting, and

  7.        Incorporation of any other comments received from all relevant stakeholders.


5.       Final report including recommendations on next steps.  

  •        Submit monthly progress report,

  •        Develop and agree on a monthly progress reporting template with the Programme Specialist, which should be derived from established targets from the project.

  •        Other supplemental documentation to initiate payment is contingent upon the nature of work required to be completed during the reporting month.

  •        Produce and submit capacity needs assessment reports

  •        Any other documentation as required by the programme Unit.

  •        Produce and submit training methodologies and material,

  •        Conduct trainings and produce report;

  •        Any other documentation as required by the programme Unit.

  •        Write and submit the assigned parts of a new project document (along with another specialist)

  •        Any other documentation as required by the programme Unit.

  •        Produce final report including recommendations and next steps.

  •                      Any other documentation as required by the programme Unit.




  • Excellent written and oral English skills a necessary requirement.

  • Excellent spoken and verbal skills of Pashto and Dari languages required.

Academic Qualifications:

Bachelor's Degree or equivalent in Law, Political Sciences, Social Sciences, Peace & Conflict Studies, Business Administration, Public Administration, or related field. 


Years of experience:

  •        3 -7 years of relevant experience at the national or international level in programme and project management, as well as in design, monitoring and evaluation of development projects, including provision of relevant technical advisory services.

  •        Experience with government, UN and donor agencies in Afghanistan is an advantage.

  •        Experience in the usage of computers and office software packages.

  • ·       Experience of providing trainings in the area of democratic governance, rule of law, security sector public administration and justice sector reform is an advantage.

Demonstrated experience in managing programme/projects and/or monitoring, evaluation and reporting is an asset.
