National Consultant (Research/analysis on Climate, Water and Irrigation)

Job Summary: 

Objective of the Assignment: Assist the international consultant in preparation of an Adaptation Project Concept Note on Climate Resilient Irrigation Infrastructure in Afghanistan. 

Under the overall guidance of ARR (Sustainability) and technical coordination by Portfolio Specialist (Sustainability) and program analyst, the national Consultant will liaise with the national stakeholders and seek information and data and provide analysis in supporting the development of the GCF proposal by the international consultant. Further the consultant will conduct a series of assessments, researches and data analysis on climate implications and irrigation infrastructure in Afghanistan as needed.

The consultant will undertake tasks as required to support in substantiating the rationale for development of proposal on climate resilient water management and irrigation infrastructure project for GCF. His/her input will enable the assessments of the following:
1) relevant existing research and analysis on climate and irrigation practices in Afghanistan;
2) consultations with communities and local authorities on climate trends, water management and irrigation practices through field visits;
3) relevant government strategies and policies on climate, irrigation and water management; and 4) role of engaging private sector entities on this particular area and way and approaches to engage them.  Conduct a desk review of the related documents on implications of climate change on water and irrigation infrastructure in the targeted provinces. 

  •        Facilitate consultation sessions with different government agencies at national level to extract their views, understanding and potential proposal for addressing solutions 

  •        Conduct field visits as appropriate into the context of the proposal development and adopt methods as agreed in consultation with international consultant and UNDP (i.e FGD, questionnaires, etc. 

  •        Maintain a record of all key discussion and action points made during the consultations;

  •        Review and present an analysist of water management practices and irrigation infrastructure in the targeted provinces and identify the barriers and issues to be addressed under GCF project. 

  •        Prepare a synthesis of ideas and concepts/solutions for the proposal 

  •        Undertake any other relevant tasks related to the project identification concept note.

  •        Make a presentation on findings to consultants and pillar team

Qualifications

Academic Qualifications:

Master’s or Bachelor's Degree or equivalent in Environmental Management, Agriculture, Climate Change Studies, and Sustainable Development or other relevant field.

Years of experience:

    • 5-7 years of professional progressive experience in:

    • Research and data management professional experience;

    • Demonstrated experience in conducting of assessment, FGD, consultations, desk review and preparation of report in general and preferably on irrigation, agriculture and climate information,

    • Experience in working with communities and all key stakeholders to develop local climate resilient solutions,

    • Strong analytical skills,

Education:

Master’s or Bachelor's Degree or equivalent in Environmental Management, Agriculture, Climate Change Studies, and Sustainable Development or other relevant field
